Abstract
This article defines conventional terrorism, cyberterrorism and acts precursor of terrorism perpetrated online. This article shows that acts precursor of terrorism are covered by current international binding instruments addressing terrorism, organised crime and cybercrime. This article argues that a comprehensive international treaty should address the criminalisation, investigation and prosecution of activities performed on the internet in relation to the preparation of terrorist operations.
