Inclusion has become a buzzword in the Netherlands, and arguably well beyond the borders of the Low Countries. It seems to be a lofty ideal: everybody should participate in society. The flip side, however, is that the government spends relatively less money on care for the most vulnerable in society. The burden of care is placed on individuals and possibly charities, and less on institutions that depend on the government. Moreover, as Tamminga argues, with reference to John Swinton’s and Brian Brock’s work, inclusion is not the same as belonging.
