Abstract
Generally there is low quality of education in Low and Middle Income Countrie (LMICs). About 90% of school-age children in SSA are not achieving minimum proficiency levels, compared to 14% in North America and Western Europe (UNESCO, 2017). Apart from quality, there are significant challenges of inequality in educational outcomes. As such, benefits of educational improvements are not equitably distributed in terms of learning outcomes, access, transition, dropout, repetition. Inequalities related to poverty range from income, geography, gender, disability.
