Scale, performance and local government reorganization: An analysis of the non-metropolitan districts

Abstract

The creation of unitary local authorities by dismantling counties and combining districts has assumed that the performance of local services is not affected by scale. This article shows that scale is linked to aspects of service provision in the non-metropolitan districts, in particular quality, efficiency and administrative effectiveness. Therefore, it is essential that scale effects are considered when decisions on district mergers are taken.
