This paper was delivered at a workshop held by the German Historical Institute in Washington, DC. The paper provided an overview of the refugee community in Jordan, before focusing on Palestinian and Syrian refugees who have fled the conflict in Syria. Central to this is the tension between the government and INGOs, and the challenges that arise in and beyond the camps.
